Mercury marquis starting problem

My 2004 Marquis has a problem in starting. I have replaced in the last year
the fuel pump ,alternator ,battery  and finally starter 264 k miles ,yes I know
.What i am getting is occasionally when I turn the key to full power NOT
CRANKING I have gotten  fewer dash board lites  and no fuel pump clicking
sound .Then no nothing !
I started turning the key very  slowly I see that the dash is fully lit and I hear
the fuel pump the car will start.I had the starter replaced two days ago .The
mechanic seems to think it may be the ECM im thinking it is a bad ignition
switch.I bought  a new Dorman switch but the Dongle wont complete the
programing sequence. Pep boys told me  only a Ford Merc dealer can install
it because of the PATS system. Any one else seen this ?  I put in Ford
because they wont take Nerc ?

To program new keys to a Ford Product you must have two working keys to begin with. If you don't, your local Ford Dealer or locksmith are your only options. It does sound like a security system problem to me which I can guarantee Pep Boys will have no clue about what is going on with it or how to fix it! Hope that helps! Jim
