Gas tank for 2003 crown vic

I can't put no more than 2 or 3 gals of gas in
my 2003 crown Vic, the gas gauge stopped
working  a few weeks before, please help

IS the tank full and the gauge displays empty at all times? common on older vehicles the sender wears and deteriorates not allowing the correct amount of fuel to be displayed on the instrument cluster. '03 4.6 v8 Crown Vic LX fuel pump and sender approx $180 plus 2 -3 hours of labor time approx $350 repairs this problem for the next 13 years. Regards

What is a fuel sender? It says car is full on gage but I can't put gas in anymore but 2 - 3 gals
