98 Ford Crown Vic LX turn signals don’t work

Pulled the car out of a barn last year.  44k miles, great shape.  Every thing
works except for the turn signals and the cruise control.  Turn signals started
off fine, then went intermittent, and now don’t work at all inside or out.  

Cruise has never worked, push button and the dash light does not come on
and speed drops when you take your foot off the accelerator.  Cruise is a nice
to have, but turn signals are a must have.

Any thoughts or ideas on what to look at or for?

Do I go right for the LCM? Or are there other items we shoul look for?

Are the four way flashers working? This may help pinpoint the cause: Cycle your four-way flashers. Do they function and provide the clicking sound? If not, check the flasher circuit. If your four-ways work, then you may be looking at the fuse/relay. Check the bulbs and sockets for corrosion, humidity may have collected while car was not running. Then check the fuses and relays, again, humidity may have caused failure. As for the Cruise Control, also check fuse and relay. My Ford Shop Service Manual, Revised August 2001 says that "technician should check servo assembly for failing brake pedal switch, failing speed sensor, damaged vacuum actuator/hoses/cables.

I would look at simpler fixes before going to the LCM. With an 98, you won't find many parts for it in a typical salvage yard, it's hard to find anything much older than 10 years in such places. Try swapping bulbs, and use dielectric grease in the sockets. Check all the wiring, look for heat scoring or abrasions. Then re-seat the wiring harness connectors, especially the LCMs, make sure all the connections snap in nice and tight. Also make sure all grounds are intact. The emergency flashers don’t work or click, just like the turn signals. Where is the flasher circuit? I will start by replacing bulbs next. Could it be a connection in the steering column for both issues?

Just got done looking at the car at the car. Pulled and re seated fuses and relays, tested them on the ohm meter. Every thing seems good. Happened to try different combinations of emergency flasher switch and turn signals and they start working. Seems the emergency flasher switch may have a short in it, or is lose in the connection. Is it possible to replace the switch for the emergency flashers?

It is part of the LCM or Light Control Module. I talked to a friend who works at the Sheriff's Office maintenance shop, the LCM is mounted under the dash close to the glove compartment. He says to double check fuses 6, 1, 4, and 8 first and see if any are blown or cracked. In the LCM, number 11 is the Hazard Flasher Input Circuit, he says to be careful to avoid damage to the LCM unit, it is expensive.

Am I understanding, that the LCM is openable and I can replace fuse and/or relays inside it vs buying a “new used” refurbished unit?

My friend tells me that you can open the LCM, inside you have circuit boards and relays attached to the board, knowledge is required to work on module for repairs. He has found some modules, depending on the source of manufacturing, with removable relays and others where they are fixed to the circuit board. Unless you are sure that you have the necessary skill, it will be best to get a refurbished unit, he adds.
