Why won't my car warm up?

My car will warm up if I let it sit and idle but
the tempurture will drop all the way down
once I get on the highway.  It drops faster if I
run the heat.  Why is it doing this.  It seems
like it won't shift to overdrive if it's running
too cold as well.
