Update: Checked all bulbs=good All fuses=good, swapped relay with headlight relay=they both are good. Bought a dimmer switch and tested that=no change. Checked behind glove box(other models have a tail light relay there?) no relay only found in cabin air filter.

I have the same issue with my 06 corolla. Did you find the problem? Also mine will sometimes flicker on and off while on bumpy roads but never stays one for more than a couple seconds

I found the issue on mine. There is a relay next to the cabin air filter. Mine was loose. I just pushed it back in and BAM it's all working. You have to take out the glove box. You will likely not be able to see the relay but it's up above where the glove box would be. Hope this helps!

Check fuse box behind glove compartment not the one under the hood. My fuse was loose; idk how that happened in the first place.

When I get a chance I will try take a pic of the fuse box and try to post it. My car is a 06 corolla ce. The fuse box that's above the glove compartment is kind of hard to get to but I promise it is there. I'm sure it would be there for any corolla of the same generation bc as far as I know changing locations of fuse boxes is not common within the same generation

Pull out your glove compartment reach about 3 inches up in 4 inches back toward your face there will be a strip of relays which one of them is a relay for your dash lights and taillights. It took my mechanic a couple hours then he pulled out my glove compartment and noticed they relate was sitting in there.I don’t know if you have a loose relay or a bad relay but no manual tells you that there are relays about the glove compartment for your dash in tail lights but hopefully this will resolve your problem as it did mine
