Why does my car over heat it uses water but there's no water in the oil

I have a Electric fan it only gets hot in town or at slow speeds it uses water but there's no water in the oil I'm thinking its the water pump but need second options

You can look for liquid or oxidation at the weep hole on the water pump. Radiator caps can fail, and that can cause overheating and coolant to leak out.
