Reduced Engine Power

I had my engine replaced 20k miles ago (long painful story) and the guy doing the work had a difficult time grounding the car.  10k miles after getting the car back I am getting sporatic Reduced Engine Power light on the dashboard.  I am trying to find if maybe the engine isn't grounded right or maybe a wire is cut.  Has anyone else seen this?

There is a TSB out on the BCM ground, and the engine does need good grounds, also the grounds to the TWO fuse blocks should be checked.
