can I adjust my 2009 Volvo C70 headlight beams

....beam area appears too low

I've been told by the dealer, Western Auto, and a body shop the low beams meet specs... but they shine almost director (about 10' )from the hood. Not safe at any speed to see deer or pedestrians down the road. Help!
