heater/AC fan stopped blowing

I don't think it's the fuse, because the fan occasionally gives a very weak  response. Does
this sound like I need a new blower?

You most likely need a blower motor. These can be found at a local part store for about $50 and the instructions to install can also be found on popular search engines.
