key is stuck in the ignition and door buzzer is continuous car was halfway submerged in water

Once water went over the door jams, you should total it! Having gone thru two floods and seeing what happens to brake lines, brakes, electrical connections, etc. you are doomed. This car will be nothing but trouble. I guess you didn't have insurance when this happened or you would have had the insurance company total it.
