1989 f150 turns over but doesn’t start. Is it a
solenoid or fuel pump problem?

Check the fuel line going to the carburetor, crank the engine to see if fuel is coming out. If there is fuel, the pump is working. No fuel, replace the fuel filter, It may be clogged. Careful when you disconnect any fuel lines. There could be electrical problems as well.
