can I use my 1998 exploer 4.0 sohc block in my 2006 exploer 4.0 sohc

I doubt it. Do some research on the 4.0 engine. The internals of the engine were upgraded so often it's not funny. Block changes, head changes, valve changes, etc. With almost no parts interchangeable.
