replace fuel tank pump switch attached to column checked everything Why wont it get fuel?

there is a fuel pressure emergency cutt-off button located in the drivers footwell...it is a little red button, push it and will enable the fuel system~

this one shuts down all fuel pressure in the event of a collision there is a pendulum on the front bumper~
