How big of a difference would HID lights make on a 98 z28?

It makes a difference on any car not factory equipped with HID headlights. I highly recommend a company called Xentec which you can buy an application specific kit on ebay shipped for $37 with a full 2 year warranty. I personally have them on my vehicle and love them.
