My automatic transmission on my 68 Cutlass won't shift to second gear

I have a 68 Cutlass S (350 w/3spd auto) that won't go into second gear.  
There is a small tranny fluid leak but it has been topped off with no success.

AskTrannyMan, you were dead on with the kickdown cable being out of place. It shifts perfectly now, thank you!!
