Where is the starter located on my 1986 crown victoria ltd

The right (passenger's) side of the engine. Accessed from under the car. 2-13mm head bolts and 1 wire.

You don't have to - the starter isn't live until you turn the key BUT - safety first! It's always a good idea to disconnect the battery.
