1966 Hideaway headlights do not descend

I have owned my 1966 since 1990 and headlights have never failed to drop
down when headlight switch is activated. Tonight they do not drop, but are
illuminated.
Are there recommended initial trouble shooting tips?

gotta know if they are vacuum powered. if so youve got vacuum leak somewhere i imagine

Is there a vacuum reservoir? A vacuum harness going to the switch ? hoses out at the lights them selves ? Then, if they also stay illuminated when you shut them off ? Thats very unusual, are you sure you said that right ?
