1969 Judge 4 speed do you have to put it in a gear before starting?

If I remember correctly, my '73 Lemans had some type of interlock that only allowed you to start the car if the clutch was depressed and the car was in first gear. That was a long time and a few cars ago so I am not 100% sure. I wish I still had the car to check for you!
