IDLES TOO FAST

WHAT WOULD CAUSE A 89 PULSAR WITH THE 1.6 TO IDLE 16-1900   RPM WHEN FULLY WARMED UP?  ANOTHER PROBLEM IS THE RAD FAN STAYS ON ALL THE TIME. (I CAN FIX THAT)   IS THIS A COMP PROBLEM OR A SENSOR?  YOUR HELP IS APRECIATED.

Power steering pressure sensor- located in HIGH pressure line. Meant to slightly increase idle when parking- to make steering while parking easier. If sensor is faulty, it wont return idle. TPS bad or misadjusted? Base idle screw stop slighly bent? MINE WAS !! Base idle must be 800 rpm- or idle switch (TPS) wont be closed, ECM wont recognize idle.
