Can you weld a vw assembled engine case/block

I doubt it is possible to repair a case successfully but to even have a chance of the repair working you would have to disassemble the engine, grind out the crack and do a full depth weld. Welding a bead over the crack is 100% doomed to fail.

It depends on where the crack is and the expertise of the welder and the quality of his equipment. Take it to a welding specialist and he should be able to determine if or not it can be done.
