VW transmission issues

Hello, I have a 1970 VW beetle transmission on my
sandrail. My issue is when I hold in clutch and put
it in gear, I release the clutch and it does not move.
It just sits at a standstill. What could this be?

Slipping or or improperly adjusted clutch, the clutch cable may have stretched out.
