what year did Dodge start putting computer boards in the engine fuse box?  I
have a 1996 1500 3.9 L and no headlights.  All bulbs are good, the parking,
brake and turn signals work.

Start simple/think simple. Look at some wiring diagrams, what all is in the circuit? Are you able to electrically check for power on the lines to the headlights? The headlight switch inside the cab has a bad habit of the contacts for the headlights burning up after years of use. Pull the switch out n clean the contacts they're exposed. You can get to the switch with basic mechanics tools.
