Why is my dodge town and country 1996 only getting half current to coil pack

The Auto Shutdown (ASD) relay provides battery voltage to the ignition coil. The PCM provides a ground contact (circuit) for energizing the coil. When the PCM breaks the contact, the energy in the coil primary transfers to the secondary causing the spark. The PCM will de- energize the ASD relay if it does not receive the crankshaft position sensor and camshaft position sensor inputs. Refer to Auto Shutdown (ASD) Relay - PCM Output, in this section for relay operation......so you need to see if you are getting 12 volts from the ASD relay and if you are then you need to check the ground driver for high resistance if both are good than i would suspect that the PC (power control module) is bad ...but also check you powers and grounds for your battery ..make sure you have good connections and they are clean and not frayed or corroded

and it is also possible that you have a bad crank or cam sensor these sensors share the same 9 volt reference(says 8 volt in the diagram but it is 9 ) and ground just use a different sense wire to the PCM and one shorted out will cause the other not to read ...you can unplug the cam and your engine will start on just the crank only so that is some thing to try as well
