Rear tank pushes gas into front tank 1996 ford f150

Gas leaking out fill hose do to pressure from rear
tank pushing gas to front. If I change fuel pump in
front tank. Will it stop doing that or should I
replace both?

I checked the fuses and fuses are good and they're still no power running to the best electric pump
