Hello,
I have a 1978 f150 that will not turn
over. I  do however hear
the solenoid trying to engage.
If after checking battery voltage,
battery cables, and now having
replaced the starter and solenoid,
and in addition to checking the
neutral safety switch, what other
parts could be the cause of the
problem

Does your starter solenoid look something like the picture? Make sure battery has a full charge and connections all good. See the two large brass colored stubs in the picture, use a couple of long shanked screwdrivers, touch both of those studs, let the metal shanks of screwdrivers touch. The starter motor should crank the engine. If you try that make sure the transmission is in park or neutral and the parking brake is set. Make sure the vehicle can't move. If it cranks using screwdrivers but not otherwise, one of those smaller terminals at the solenoid gets feed from crank position of ignition switch, w/o that feed, nothing happens. Good luck
