More HP on a 1976 Monte Carlo

Hi guys, what size engine do you recommend to put in a 19176 Monte Carlo to
get around 425 HP? Do you recommend Chevrolet Performance Engines or
Blue Print Engines?
I am in CA and this needs to pass smog too. New engine will pass smog right?

move to Reno. Most people who leave CA move there. Reno is growing at a very intimidating rate!! plan B, move to Tooele County Utah, emission free county not far from Calif

Get a California compliant engine that an engine builder around can get you or do some looking online.
