Toyota Corolla not reversing

I have a Toyota 1996 ae 100

I was getting trouble with the reverse in the transmission
I had it overhauled but it's only giving a slight reverse
without the power of drive action.

The mechanic pulled it down again n the back clutches
were bent.

He changed them and the same thing happened.

What could be the cause
