Car doesn't pick up speed, gets stuck at 20mph

I have a 1999 Toyota corolla 1.3, I am having
problems with the car as it doesn't pick up speed,
especially when driving uphill, it gets kinda stuck at  
20 and then I need to go down a gear and rev the
engine to see if it will pick up speed.

It sounds like you may have a plugged catalytic converter. Just go to an exhaust shop and have them check it out.
