Just purchased a 1984 Honda Prelude ?

The car has been sitting for 2 years, it runs and drives but spudders. There is a white circular plastic piece on the drivers side that a vaccum hoses plugs into,(hose is not attached) when hose is attached the car stalls. What is this part? Also it smells very bad when idling. Clicking sound by right rear tire goes along with surging. Fuel pump???? Any ideas? please help!

Sounds like fuel pump, possible flooding of carburetor, and the vacuum hose could be a lot of things, hard to say there.
