92 Toyota pickup is having problems starting

I have a 92 Toyota pickup cab and a half I'm having
some problems with the starter I can turn the key
on and it will click on the inside relay and the
outside relay but will not start and I can turn the
key off and back on several times and then it will
start does anybody have any suggestions that it
could be I have fix the ground and the hot wire I
have tested to make sure that both wires AR
delivering the rights of amperage for the hot as
well as my traded was grounded real well and still
having the problem any ideas
