Car starts engine come on but no power and won't shift from park

The car starts but no display on the dash and no headlights coming on , no brake lights , only the radio and cabin light come on and they alternator is pulling about 12 volts its brand new I just put it in today and then took it out to get it tested and passed the test 3 times and won't shift from park

no brake lights you say ,you need electric to brake lights to release the shifter lock when you step on brake peddle , so you must have a fuse burnt out ,, maybe check it ... the bigger fuses also check ! look closely with flashlight to clear fuses in box for break of fuse wire in there
