probably the sensor on the motor near the thermostat is where it usually is , , does it over heat ? some little motors can take a while , you can hot wire the fans at the disconnect to make sure they work , the plastic blades can get razor sharp so be careful feeling around there
Low on refrigerant,fan motor,relay,sensor bad.

i have tested both engine cooling fans hi and low speeds work. all three relays check good. when i disconnect the coolant temperature sending unit the fans turn on and i did replace the sending unit.
