My 1999 montero has spark is getting fuel but will not start can anyone help me

My 1999 montero  will not start replaced relays fuel pump and checked crank
sensor every thing has spark but it still will not start. used code rreaderand
shows no codes. Is there a safety switch in the key that can be reset or have
any ideas

hummmm has spark and ign/fire....how is the timming / belt ??

There is a Fuel Cut off Switch, but I haven't ben able to find the location of it on the vehicle. May want to do some searching.

It was actually starting with starting fluid until we changed the fuel pump and now it doesnt even start with starting fluid. We will have to check the timing belt but still has no codes using a ob2. I thought of the fuel shut off but it only keeps throwing back the relay reset which we have done also.

Ok checked timing and belt they are both good still will not start only cranks. Please anyone with Ideas to try. still only find a relay reset but no cut off valve
