2005 Mazda mpv 3 ltr engine wont crank over

i Have a 2005 mazda mpv with a 3 ltr engine and i cant get it to turn over got a good battery and a rebuilt starter that was tested to make sure it was good i can turn the engine over by hane in a ccw direction only . It will not turn at all in a cw direction  either by hand or using the starter

also when i said i can turn it by hand i mean i am using a power bar rachet on the front crank shaft bolt with a 2 ft pipe on the handle
