HELP PLEASE! Stratching noise

I've just heard an awful scratching sound while I was
driving so I pulled over and checked underneath the car and
there's something hanging down and dragging right under
where the engine is! HELP PLEASE!

That looks like a plastic splash shield. All you can do is jack the car up (support it safely) and tie it up until you can get to a mechanic.
