Opel Corsa 2018 cross-member

Hi Everybody. I just wanted to ask anyone here with a good
knowledge of mechanics for some help. I just returned a
rental car (there was a high vibration felt through the wheel
passing 110kmph and a faint humming noise past
120kmph) . I have just received an email a day later saying
that an underside crossbar has been damaged by me and
this caused the symptoms described above. I am also
apparently liable for this damage. That besides i'm
wondering whether (picture attached) would cause the
above symptoms which i seriously doubt. Thank you for
any help in advance.

Yes I thought so myself. But what is this part called. What is its purpose?
