2010 ford explorer. Please Help! Trying to get my new keys programmed but my dash lights are not working?!

I recently lost my keys (even the spare). My car was broken
into, window smashed and looked like someone tried to hot
wire it but didn't know what they were doing :(  finally got
someone to come make me new ones but he couldn't
program it because there was no electric running to the
dash? (Dont know much about cars) he had me buy a new
ignition switch. Changed that still nothing. This other
mechanic said he cant program my new keys until I get the
dash lights working.. guess they're supposed to turn on
when key is turned almost to starting position.. the lights
work! As do the emergency lights and high beam light
comes on on dash panel.. dont really know what to do..can
anyone help? My house just got burnt down by the lava in
Hawaii and I'm living out of my car. It's been such a heart
breaking struggle. Please help :'(

If the hot wire damage was repaired, check all the fuses and make sure none were blown during the damage or repair. If no blown fuses, you will have to use a 12 volt test light to backtrack where the problem is which is interrupting voltage to the dash. A color coded wiring diagram will make things much easier. The locksmith was right. You will have to restore power to the dash before the new keys can be programmed.
