My 1999 Ford explorer has a select switch that says  Auto  High Low. What
does the Auto mean? Is the car in 4x4 all the time?

So, it's in 2 wheel drive until a computer thinks it needs to be in 4? How can I disarm this so it will be MY decision when to engage?
