car has a light with a car and lock on in it

Loose or dirty + battery connection

just had a new battery put in it and the connections are tight

when you try and turn the car over , if you tap on the gas pedal you hear a clicking sound

Did you replace the battery for this problem or did the problem come after you changed the battery? A few possibilities ... a loose connection on the starter, a bad connection at the ignition switch or a bad connection at the shifter interlock you may want to try and move that while you are trying to start , perhaps it will give you enough contact to start ... and ,,, you have isolated the problem Good luck
