2002 crown victoria starter fuse keeps blowing

Starter fuse keeps going out after one crank. I'll
replace it and starts up fine than the next time I try
to start it the fuse is blown again. Any ideas?

starter is pulling to much voltage. this usually means a internal problem with starter.
