You are most likely looking at a bolt pattern and offset issue. Not to mention, the smaller rims may not clear the caliper and rotors.

Bolt pattern is the same: 5 x 4.75. But they won't fit. 99 Trans Am will take a 16" to 20" rim, up to an 8" rim width and 5"-7" backspacing. Snowflakes were only available in 15" size and 3.66" backspacing. In other words, they will hit the calipers. You ca go to Tirerack.com or one of the many aftermarket wheel sites and find something. If you have big bucks, YearOne makes an 18" snowflake rim that will fit your car, you might find someone selling a set on Ebay (hint, hint).
