SO IN THE INSTANCE OF THE 2002 LINCOLN BLACKWOOD WHICH CAN NOT BE UPGRADED TO NEWER BUT MEETS ALL OTHER REQUIREMENT, INCLUDING THE CLASSIC STATUS, THERE IS NO EXCEPTION?
