I want to say Ford Contour or a Mercury Mystic around 1995 model year. Maybe you could take my info and Google for a comparison picture. The wheels don't look like stock Ford wheels though.

Not sure of the year but older car. It appears to be a Ford escort but can't verify without plate or vin#.
