Mitsubishi unable to go beyond 1600 rpm

I have a Mitsubishi Pajero 2003 .It is a GDI with a 6G74 petrol engine.My problem is that when the vehicle is in Park, I can only reach 16oo rpm even when I step on the accelerator fully.The vehicle starts easily but just cannot go above 1600 rpm.
what would the problem be?M

Only happens in Park? Then if the car runs fine otherwise, that's just a governor to prevent over-reving with no load
