very dim 1976 trans am dash lights

My head lights an tail light r bright. Dash light dim. Put new circuit board in new light switch in 1976 trans am How to ground dash cluster may be a ground problem

By adjusting I turn the knob to the right an left. It does get dem also gets brighter That's the only adjustment I know Thanks for the info
