Why does my fan keeps running?

I have a 1977 Cadillac coupe deville and when I
turn the Climate Control to off the fan keeps
running. This only happens when the car is running

That's normal. The system is designed to keep fresh air moving through the passenger's compartment at all times. In the off position the fan will run at low speed, air will come in from the floor vents, and the air conditioning compressor will be off. If that's what you're seeing, everything is ok.
