Yes the blend door actuator door is stuck,or actuator motor is bad,you can get to it by dropping the glove box all the way down,then look on top of blower box it will be there,cut your eddie heat on the go to cool,wacth the actuator ,if it dont, move replace it,

Blend door actuator

My parents 95 ford explorer eddie bower edition was not blowing any hot air for the past two months. After reading some forums i dived into it. After some examination we found that the blower motor worked the ac worked and after driving for about half an hour all the lines going into and out of the heater core were hot. We found a valve that is actuated by the ac being turned on that is located in the engine compartment attached to the hoses going into the heater core. This valve is very easy to get to and very simple it has a vacuum line that runs to it. The valve was stuck in the up position which is the position its supposed to be in when the AC is running. By simply manually pulling the valve down the heater started to work again. I sprayed some wd40 on the outside of the valve that was exposed and it now works great. Hopefully someone else finds this useful its easy to check and free
