2021 camry horn not working despite taken to the dealership 3 times

Then they don’t know what they are doing. Very common in today’s dealerships.

Your vehicle is a LEMON. GOOGLE Lemon Law. Possible vehicle Buy Back.

Take it back again. If it is still under warranty it's probably something expensive, like the Body Control Module (BCM) that they don't want to pay for. If the airbag light is on it's most likely the clockspring for the airbag system. Jim
