I have a 99 pontiac sunfire 2.2 and the emission test keeps telling us that the coolant temp sensor is the problem ,we have replaced the senor and the wiring harness to it and it still keeps givin sam

Your not putting silicon or Teflon tape on there when installing the new one, that would screw up grounding.

Well you got the sensor the wiring and the pcm. And you say two of those have been replaced.

P0118-according to one yarn on the sweater---The fan would come on if the computer lost the signal from the sensor rather than the sensor failing because of the fan. Low coolant is another possible cause.
