Windshield washer not working

Windshield washer not working....
the rear window washer works just fine.
Are there two pumps? ... Is there a control valve that is stuck? Or is it possible that the plumbing to the windshield is blocked.  If I have to replace the pump how do I get to it if it is underneath the washer reservoir?  Thanks for you help.

Activate the front wipers/wash, do you hear the pump? If so, you can eliminate that. The check the hoses if they are cracked or popped off the pump. Then if that looks good, then you can suspect they are frozen. Do you have -20 fluid in the reservoir?
